POSITION SUMMARY: Leads, coordinates, directs, and controls Human Resources functions. Activities include, but are not restricted to recruitment, employment, compensation, benefits, labor, employee relations, budget planning and monitoring. Administers, oversees and coordinates all aspects of Human Resource related activities in accordance with federal and state guidelines and regulations, as directed by the CEO/Administrator and in accordance with the Health District's policies and procedures. MINIMUM OF QUALIFICATIONS: Education: Bachelor of Science degree in Business or a health care related field preferred, with HR emphasis; or a minimum of 5 years' experience in HR functions, particularly in a health care setting. Certification: Society for Human Resource Management (SHRM) Senior Certified Professional or SHRM Certified Professional (SHRM-CP) or equivalent, Experience: Business or health care related field preferred with a minimum of 5 years' experience in HR management functions, required. HR Health Care experience, 5-7 years', preferred. Job Knowledge: Demonstrated broad experience in human resource management and administration. In-depth knowledge of compliance, workplace safety, and other regulatory issues pertaining to group practice. Knowledge of customer service concepts. Knowledge of labor and employment law relevant federal, state and local legislation relating to Human Resources, i.e., Title VII of the Civil Rights Act of 1964, Affirmative Action, ADA, FMLA, Wage and Hour and Workers' Compensation. Skills: Ability to use knowledge in human resources management and core competencies to promote change management and a just culture promoting teamwork. Able to successfully prioritize work when faced with requests, demands and deadlines. Corroborates with key management developing and maintaining a culture of safety and quality. Ability to work within a union environment, adhering to and interpreting collective bargaining agreements. Proven ability to communicate effectively, both in written and oral form. Proven presentation skills. Maintains a sensitive, fair and impartial approach to dealing with employees. Skilled with computer software programs. Demonstrated grammatically correct communication skills in written and verbal form are required. E xpected Hours of Work : Typically, Monday through Friday, business hours. May occasionally need to work evening and weekend hours. Personal Protective: Must be able and willing to wear appropriate Personal Protective Equipment : Equipment (PPE) required to perform the job safely. Supervisory Responsibility : This position has direct supervisory responsibilities over HR department staff. Travel : Travel required for this position for education and training. Initials Plan, develop, organize, implement, evaluate and coordinate the activities of the HR Department. 1.2 Oversee maintenance of personnel files, working closely with HR assistants, department managers and supervisors for the complete and accurate documentation and retention of pertinent information. 1.3 Oversee and coordinate the hiring process of new personnel with CEO and Department Managers, insuring that related policies, procedures, federal and state requirements are followed. 1.4 Oversees onboarding and orientation for all new employees for related personnel information, benefits, policies/procedures, insuring information regarding such is disseminated with verification of such in their personnel file. 1.5 Oversees maintenance of separate medical personnel files related to medical leaves, including FMLA/OFLA/ADA/Oregon Sick Leave and workers' compensation. 1.6 Develops and implements approved personnel policies and procedures, reviewing annually for best practice. 1.7 Develops and implements information for handbooks, brochures/pamphlets related to: personnel policies recruitment benefits 1.8 Assists managers in coordination of appropriate education of staff relative to their professional development. 1.9 Assists in developing and providing education opportunities for managers/supervisors in-house and outside of the facility with development of managerial duties. 1.10 Assists, along with CFO, CEO, Payroll Manager, in the coordination and administration of all fringe benefits. 1.11 Insure compliance with current application of federal/state employment regulations regarding wages, overtime, premium pay, work hours, workers' compensation, unemployment compensation, etc. 1.12 Oversees recruits and participates in hiring process of all staff, including professional, contracted, and management as appropriate. 1.13 Participates in negotiation with benefit providers such as medical insurance, disability insurance, pension, etc. 1.14 Coordinates with CEO & CFO relative to budget requirements and works within the constraints of the budget for the District. 1.15 Performs assigned administrative requests such as research, surveys, reports, etc. 1.16 Advises/updates CEO/Administrator regarding evaluations relative to staff/department managers. Calculates increases when applicable. Includes historical research relative to position changes or transfers between facility departments. 1.21 Assure that grievance procedures and disciplinary procedures are implemented, maintained and followed in accordance with established facility standards and labor agreements. 1.22 May implement and/or participate in disciplinary process, up to and including termination in conjunction with department managers and/or CEO, following labor agreements and disciplinary processes according to policy. 1.23 Participates in labor agreement negotiations from an advisory capacity, as part of the management team. 1.26 Performs or coordinates exit interviews with employees who voluntarily terminate from employment. 1.27 Attends management, department head, and various committee meetings as requested/assigned by the CEO/Administrator. 1.28 In absence for medical leave or vacation, employee will assign management responsibilities to other supervisory personnel. Prior to absence, responsible to advise staff and departments of transfer of management responsibilities via "all departments e-mail". 1.29 Performs other duties as assigned.
