The City of Johnson City, Tennessee is accepting applications for an Assistant Director of Parks and Recreation. The position is located in the Parks and Recreation Department, Administrative Division, which maintains and provides parks, recreation facilities and programs for the public. This position performs professional and administrative functions overseeing, directing and supervising staff; budgetary duties; policy formulation; and project oversight; does related work as required. This is a professional and supervisory class involving responsibility for the operations of a community based parks and recreation system providing programs serving all ages and interest groups. The employee in this class plans, directs and coordinates activities with cooperation with the department director and other supervisory staff. The work is performed under the general supervision of the Director of Parks and Recreation. Supervision is exercised through a coordinated effort with other department staff. Essential Functions of the Position: performs budgetary functions; reviews and interacts with Division Heads on their budget requests; approves budgetary purchasing requests; interacts with Division Heads in planning and directing a comprehensive Parks and Recreation program; coordinates with government and outside agencies on new park projects; reviews park planning and programming with staff; coordinates division level activity; assists Director and performs supervisory functions; evaluates performance of department organization and programs; represents Director in his/her absence; formulates administrative policies and procedures; performs other duties as assigned by Director; performs related tasks as required. Required Knowledge, Skills and Abilities: thorough knowledge of principles and practices of recreation; thorough knowledge of management and organizational skills; thorough knowledge of public relations techniques; general knowledge of office practices and procedures; thorough knowledge of the operations of a comprehensive Parks and Recreation Department that serves a diverse general public; knowledge of facility planning, facility development and land use within the City; general knowledge of computer related skills in spreadsheets and other reporting programs; knowledge of budgetary procedures and alternate funding resources; knowledge of alternative program resources; ability to work independently; ability to direct and delegate work; ability to plan and supervise the work of others; ability to develop leadership among staff; ability to analyze and make decisions on the use of facilities and parklands; initiative and resourcefulness in solving administrative problems. Acceptable Experience and Training: graduation from an accredited college or university of recognized standing with major course work in recreation or public administration/management and a minimum of three (3) years of professional experience in parks and recreation administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
